Of course they do, they just need to report that the album is being sold separately from the cookie—"Chromatica Oreo+Chromatica CD"—and include the minimum value for the album required by Billboard in the bundle.

Yeah I would expect some kind of boost for Chromatica with the Oreo but the problem is that even I can’t even read Chromatica with that font cscsxsxssx

Why would a grandma that wants to buy oreos for her gay grandchild buy a bundle worth 15$ with a Chromatica copy when she could just buy the oreos alone? 

Some fans would probably buy it, but not THAT much I think...  But this is just my opinion tho.

Chromatica Oreo is costing less than $4 at Walmart, so with Chromatica costing the lowest price required by Billboard ($3.99), it would not even cost $8.
