It listened to the whole thing, and if it was a sample... it's really NOT obvious. Also Gaga is credited singularily as a songwriter, along with another Arab songwriter. 

If it would sample Gaga, I think there would be other people from her workcircle in the credits (Like RedOne, DJ White Shadow, BloodPop idk). 

It's registered on Gaga's BMI and the only other songwriter listed on the track is "Mohamed Bakhou"
