It was perfect for the theme and the message of the show. She actually had a design philosophy this time—not only did she adopt brutalist aesthetics but also ethos. And Brutallist aesthetics doesn't necessary mean small a small stage. She could've perfectly done a bigger main stage, with separate stages connected by a broad ramp, and more things happening at the stages (smoke machines, light beams, confetti shooters, coordinated serial lights, pyrotechnics, hydraulic platforms, ...), and still be inspired by brutallism. The color change at each scene/ her costumes/ aesthetics are all on point, even the choreography of Ricky served. As far as I'm concerned, that only happens when the main stage is at the bottom of the stadium and is small, but it doesn't happen when the main stage is brought throughout the middle of the stadium in the form of a corridor (like the Eras tour or After Hours til Dawn Stadium Tour). That's why TCB is inappropriate for Stadiums: because 70% of the concert happened on a very small stage in the back of the Stadium. Yes, the lighting was good, but again, if you compare it with the light production of, for example, the After Hours til Dawn Stadium Tour, it's also quite simple.
