Lana Del Rey from 2011 has been doing this with her brand for a while now, buidling up a gen Z audience and this climaxed with Taylor collab. Maybe they were going to try with Chromatica (ariana collab, fornite) but abandoned it.  

I feel like Gaga herself doesn't consider Gen Z to be her target demographic. She doesn't make music specifically catered to tiktok, she doesn't actively participate in trends, the fortnite sh!t keeps getting canned like the era it was attached to. She is an old soul and she keeps chasing after the older population.

If I have to guess it's because she wants to entrench herself among established legends and greats. And that's fine but I really hope she considers her legacy can only be extended if it carries over to future generations as well.
