I don't think it was the point RUTH became a smash mainly because it had a huge TikTok effect happening after which made her team milking it and send it back to radios. 

Kate and her management did absolutely everything flawless to make that revival (interviews, strong deals signed with radios, huge playlisting and so on).. No shades but I don't think there's enough of smart minds in Gaga's team for a moment like this to happen for her even if one of her old songs had to see a huge unexpected revival à la RUTH happening.
