Rih’s voice is pretty flat and unexciting to begin with. This song would have been better with more vocal layering.

but the song itself is just the same melody over and over for three minutes, it's so uneventfull

It would have worked with a build-up to a choir backing vocals kind of arrangment with lead vocal ad-libs. At least to me. I can imagine Bey doing the climax but her voice would lack warmth for the first half or so.

okay I can see that, since the production is stale and Rih's voice sounds off I guess the melody has, in this version, to do all the heavy-lifting which is why it sounds so lacking...
