I mean Chromatica did have a soul behind it but I don't think it reaches the heights of TFM/BTW and even ARTPOP. Having basically no campaign didn't help it, and is honestly the biggest problem, but it wasn't going to have crazy longevity anyhow as we say by it's major drops in the first days. It was definitely a step in the right direction musically and visually though, I'll give her that.
