I would classify this as blue. The red component is less than 128, after sampling multiple pixels.

Each judge has the freedom to vote as he wants. 

I personally try to not be tough on the scores when the lighting/colour is controversial

Don't worry the judges are professional and fair enough to not count this white outfit as yellow, so i guess judges know what they are doing

Looking at this, which was a color picker tool I used on the provided Ava image, you can see here that the color is a blue. The only actual hue in this picture is blue. It's a less-saturated blue that happens to be darker, but it's a blue. that's why the blue value is 177 with red at 109, it's blue

It's a darkened pastel blue.
