Can you respond to the concerns about that judge? 

Also you should probably confirm with the judge that that's what they meant before making assumptions

why couldn't the scores be round numbers or for example 5.5 at most

the uneven scores like 0.42 and 7.1 are triggering me

Then don't say that he refused to vote on and then turn around and say he 'probably forgot' and then neglect to confirm that another judge meant .42 or 4.2. That's a pretty sizable difference
