It's almost like it's a cycle - happiness (act I), pain (act II), revelation (act III). I used to think that the first act would make more sense in the end but I think the point she's trying to make it that in life, and specifically dealing with mental health issues, there's never an ending point where everythings fine. If act I was the ending it would seem so, the journey ends in happiness, which is unrealistic. Instead its a neverending cycle of happiness/freedom pain and revelations. I think this aligns well with the way Gaga describes Chromatica. Its also true that the album makes sense as a whole whichever cycle you start hearing as long as you keep the order the same, I think the order she chose is particularly interesting though.
