It means people who were already streaming Gaga's recent hits were still doing their usual. Do not forget that many fans jumped ship during ARTPOP-Joanne eras. These extra streams (nearly 1M) Gaga received were clearly from fans who have not been part of the fanbase in recent years. So don't think those extra streams would have been converted for Chromatica.
